New York legislators will review an amended betting bill which has provision for in-stadium betting to take place at venues and professional sports arenas which are located in cities that do not have a licensed gambling venues.
Senator Joseph Addabbo decided to revise his mobile sports betting bill (S 17) to include provisions for in-stadium betting.
Addabbo who heads the Racing, Gaming and Wagering Committee brought back the concept of an affiliate in his amended bill that would allow three specific stadiums to offer in-stadium betting.
The three stadiums that could benefit from the amendment include the iconic Madison Square Garden (MSG), the Barclays Center and Yankee Stadium. Should things work out, it could turn the famous MSG into one of the biggest sportsbooks on game day as the stadium hosts some of the most popular fights, matches and games for a variety of different sports.

The previous bill used the affiliate term to define off-track betting (OTB) locations and horse racetracks as it wanted them to be able to offer sports betting services in locations which did not have licensed casinos. There are currently four licensed casinos in New York.
These affiliate or satellite locations would be allowed to offer sports betting services and would be attached and operated by the four casinos. The mode of operation would ensure that these betting kiosks were attached to the casino’s server in order to comply with the NY gaming regulations that requires all sports bets to be placed at a casino.
The amended bill broadens the affiliate term to include in-stadium betting at locations where there is no licensed casino. The bill also pushes for mobile sports betting and will ensure that every county in New York has an opportunity to offer sports betting services whether it is via a licensed casino or via a satellite casino or mobile betting app.
Based on the language of the amended S 17 bill, one can assume that the three stadiums mentioned above would qualify since they are located in New York County, Kings County and Bronx County as all three counties do not have OTB locations, video lottery terminals or horse racetracks.
While these three major stadiums would qualify for in-stadium betting, a number of stadiums including Citi Field, Belmont Park and the Nassau Coliseum would not qualify since they do not meet the stipulated conditions.
